Improve federal purchasing decisions through increased use of the Acquisition Gateway
Priority Goal
Goal Overview
GSA's goal is to foster increased use of the Acquisition Gateway, resulting in better purchasing decisions and increased productivity of the acquisition workforce. By September 30, 2017, GSA will increase the number of federal users of the Acquisition Gateway to 15,000, from a baseline of 1,000 in FY 2015 and the number of federal agencies accessing the Acquisition Gateway to 50, from a baseline of 15 in FY 2015.
Strategies
The Acquisition Gateway Team has identified the federal acquisition workforce work as the primary audience for the Gateway. Our strategy is to help the 40,000 plus Contracting Officers and the tens of thousands of associated workers perform their tasks smarter and faster. To bring this workforce on board, we have designed our adoption strategy around the widely accepted 5-stage innovation diffusion model. During FY 2015, we onboarded over 2,000 users, whose attitudes and usage characterize them as “Innovators.” In FY 2016, the team is targeting the "Early Adopters,” who will become a catalyst for capturing the “Early Majority” in FY 2017.

Progress Update
Through Q4, the number of federal uses registered on the Acquisition Gateway had grown to 10,225.
The numbers of agencies accessing the Gateway continues to grow, with visitors representing 83 different agencies now representing the Gateway’s user base.
Next Steps
Next steps planned to begin in Q1 FY17 include:
- Campaign around homepage redesign, which is based on user feedback
- Expand agency-centric strategy to an additional 12 agencies
- Continue to conduct External Demonstrations to promote the Gateway
- Plan for Winter Gateway Campaign to encourage recruitment of agency partners
- Conduct outreach efforts to target Acquisition Training Alumni
- Create YouTube videos to promote Gateway usage on social media
- Update Executive Toolkit providing Senior GSA Leaders with Reference Information
- Leverage Gateway Ambassadors to promote the Gateway through the external federal agency channels

Adopting and operationalizing category management as a spend-management strategy is generating data and knowledge that can be shared and supported through the Gateway, leading to mutually improved outcomes. As such all organizations within FAS will be engaged in developing content for the Gateway and providing input for improvement that is incorporated by the Acquisition Gateway Team within FAS.
- Users of the Gateway are keenly interested in obtaining prices paid data and useful analysis & visualization of that data. The Prices Paid Portal provides that and the Gateway incorporates the information on behalf of our users.
